تحلیل مدیریت ریسک سیلاب براساس مفاهیم خطر، مواجهه و آسیب‏‏ پذیری با ارائه چارچوب ها و مدل‏ ها

چکیده

مدیریت ریسک سیلاب رویکردی جامع است که شامل شاخص ‏‏های متعدد ارزیابی در حوضه آبخیز رودخانه‏‏ ها و یک روش مؤثر و پایدار ولی پیچیده است. ارزیابی ریسک سیلاب به ‏‏منظور بررسی میزان آسیب‏‏ پذیری و مواجهه با خطر، اطلاعات ارزشمندی را برای مدیریت ریسک سیلاب فراهم می ‏‏کند. در ارزیابی ریسک سیلاب در حوزه ‏های آبخیز رودخانه‏‏ ها از مدل‏ های متعددی از قبیل RF 1، DSS 2، ANN 3، RFM 4، SVM 5 و GA 6 به‏ منظور بررسی شاخص ‏‏های مؤثر در ریسک سیلاب و تعیین درجه اهمیت این شاخص‏‏ ها در حوزه ‏های آبخیز مختلف استفاده شده است. تعیین مدل مناسب برای کاربرد در مقیاس حوضه نیازمند در نظر گرفتن شایستگی مدل برای شرایط محلی حوضه، نیاز‏های داده ‏‏ای، پیچیدگی مدل، صحت و اعتبار مدل، فرضیات مدل، تغییرات زمانی مکانی مدل، مؤلفه ‏های مدل و هدف کاربر مدل می‏‌باشد. به ‏طور‏کلی، مدلی که برای تمامی شرایط مناسب باشد، وجود ندارد. مشکلات مربوط به عدم قابلیت شناسایی، عدم منحصر به فرد بودن مدل و تفسیر‏ناپذیری فیزیکی پارامتر‏های واسنجی جزء مواردی است که با کاربرد مدل‏‏ های توزیعی، فیزیکی ایجاد می‌‏شود. این مسائل همچنین در مدل‌‏های مفهومی پیچیده نیز دیده می‌‏شود. به‏ منظور رفع نیاز‏های رو‏به ‏رشد مدیران حوضه به ابزار‏هایی که بتوانند از آن به‏ طور‏کامل در جهت بررسی توزیع ‏های مکانی سیلاب و انتقال مواد رودخانه‏ ای استفاده کنند، مطالعه جامعی روی این ابزار‏ها نیاز است. به‏ عنوان یک قاعده کلی و عملی، توسعه‌ی مدل‌های توزیعی با پیچیدگی نسبتاً کم و فیزیکی توصیه می‌شود.
