سیاست‌ها و حکمرانی آب زیرزمینی در مناطق خشک و نیمه‌خشک، (با مرور بر سیاست‌های رایج در کشورهای توسعه یافته)

چکیده

آب‌های زیرزمینی نقش مهمی در تأمین مصارف خانگی صنعتی و کشاورزی دارد. در بسیاری از کشورها استفاده بدون برنامه و بیش‌ازحد آب زیرزمینی سبب مشکلات جدی و تخریب آبخوان شده است. در بعضی مناطق درنتیجه آلودگی، منبع آب زیرزمینی به‌تدریج غیرقابل استفاده‌ شده است. تغییرات اقلیم با تغییر الگوی بارش‌ها و کاهش دبی رودخانه‌ها سبب کاهش تغذیه آب‌های زیرزمینی و افزایش فشار بر منابع آب زیرزمینی شده است. ناکارآمدی و اثربخش نبودن شیوه‌های ناپایدار فعلی، بزرگ ‌ترین چالش در مدیریت آب در مناطق خشک و نیمه‌خشک است. حکمرانی مؤثر آب‌های زیرزمینی برای پاسخ به چالش‌های مشخص‌شده ضروری است. حکمرانی برای کنترل افزایش ناگهانی در خصوص برداشت از آب‌های زیرزمینی اقتباس ‌شده است. حکمرانی آب به معنای قوانین و شیوه‌های تصمیم‌گیری در مورد سیاست آب و اجرای آن است، یعنی طیف وسیعی از اقدامات سیاسی، نهادی و اداری که از طریق آن ذی‏‌نفعان منافع خود را بیان می‌کنند. بنابراین نگرانی‌های آن‌ها مورد توجه قرار می‌گیرد تصمیم‌گیری‌ها توسط تصمیم‌‏گیران که مسئول توسعه و مدیریت منابع آب و تحویل خدمات آب هستند، اتخاذ می‌شود. حکمرانی باید به‌عنوان بستری دیده شود که مدیریت یکپارچه منابع آب می‌تواند در آن اجرا شود.
