مفهوم تجارت آب‌مجازی به داد و ستد آب مصرف شده برای تولید کالاها و محصولات کشاورزی از طریق مبادله آن‌ها بین کشورها اشاره دارد. تونی آلن با طرح این مفهوم بر کارایی آن جهت بهبود مسأله توزیع نابرابر آب در جهان تأکید کرد. در این مقاله با بررسی ابعاد تجارت آب مجازی از منظر مدل تجارت بین‌الملل هکشر اولین، نظریه‌ی اولیه آلن بررسی و بر خلاف پیش‏بینی خوش‏بینانه اولیه مشخص شد که تجارت آب مجازی حتی در برخی کشورهای کم‌آب ممکن است موجب تشدید فشار بر منابع آب شود. این الگو ممکن است به دلایل مختلفی از جمله (1) نامتوزان بودن نسبت عوامل تولید (مخصوصاً آب به زمین) در بخش کشاورزی، (2) قیمت‌گذاری نادرست آب کشاوزی، (3) سیاست‌های تشویقی دولت و (4) موانع تجارت آزاد مشاهده شود. در ادامه‏ ی مقاله تجارب استفاده از مفهوم آب مجازی از منظر سیاست‌گذاری در مدیریت پایدار منابع آب در قالب تجارب کشورهای مشابه ایران مورد بررسی قرار گرفت و گزینه‌های سیاستی موازی نیز طرح و بررسی شد.
