تبیین چارچوب یکپارچه حکمرانی سیلاب شهری با رویکرد تصمیم‌گیری مکانی مشارکتی

چکیده
حکمرانی آب شهری به‌طور فزاینده‌ای بر سیستم‌های تطبیقی و یکپارچه، در کنار اقدامات سازه‌ای متعارف، تکیه دارد. در این مقاله یک رویکرد نوآورانه و یکپارچه در تصمیم‌گیری مکانی برای ارتقای حکمرانی آب شهری پیشنهاد می‏شود. این مطالعه بر مشارکت همکارانه ذی‌نفعان در چارچوب تحلیل تصمیم‌گیری چندمعیاره مبتنی بر سیستم اطلاعات جغرافیایی تاکید دارد. مدل پیشنهادی در این پژوهش، دو رویکرد تحلیل مکانی و مشارکت ذی‏نفعان را در قالب یک سیستم پشتیبان برنامه‌ریزی مکانی ادغام می‌کند. نتایج مطالعه موردی در شهر تهران، کاربرد عملی این روش را در حوزه حکمرانی آب شهری نشان می‌دهد. نقشه نهایی خطرپذیری سیلاب، منطقه مورد مطالعه را به شش کلاس خطرپذیری متمایز طبقه‌بندی کرد. حدود ۶٪ از منطقه در دسته خطرپذیری بسیار بالا قرار گرفت که بیشتر در مناطق با شیب کم، تراکم بالا و زیرساخت زهکشی ناکافی واقع بودند. کلاس‌های دو و سه، که بیانگر خطرپذیری متوسط تا بالا هستند، حدود ۴۳٪ از منطقه را دربر گرفتند، درحالی‏که ۴۲٪ در دسته خطرپذیری پایین قرار داشتند. تحلیل مسیر با کمترین هزینه با در نظر گرفتن معیارهای کاربری اراضی، شیب و زمین‌شناسی برای شناسایی مسیرهای مناسب جمع‌آوری رواناب شهری استفاده شد. یافته‌ها نشان داد ساماندهی فوری سیستم زهکشی در مناطق جنوب ‌شرقی ضروری است و مسیرهای پیشنهادی، با اتکا به زیرساخت‌های موجود و توپوگرافی مناسب، ضمن کاهش هزینه‌های ساخت، می‌توانند به حداقل‌سازی پیامدهای اقتصادی و اجتماعی منفی احتمالی مانند جابه‏جایی ساکنان کمک کنند. در مجموع، مدل پیشنهادی چارچوبی تکرارپذیر برای تلفیق ملاحظات فنی، اجتماعی و نهادی در حکمرانی سیلاب شهری فراهم می‌سازد.
