ارزیابی همکاری در مدیریت تالاب‌های فرامرزی بر اساس شاخص‌هایSDG؛ مطالعه موردی هامون، اوکاوانگو و وادن

چکیده
در جایی که تالاب‌ها از مرز کشورها فراتر می‌روند، مانند رودخانه‌‌ها و دریاچه‌های فرامرزی، همکاری بین کشورها برای مدیریت و بقای آنها ضروری است. سوال اصلی تحقیق این است که آیا سابقه و امکان اینگونه همکاری در تالاب‌های فرامرزی در دنیا وجود دارد یا خیر؟ این پژوهش از نوع تحقیقات کیفی بوده و با روش توصیفی-اکتشافی انجام شده است. جامعه آماری شامل تمامی تالاب‌های فرامرزی ثبت‌شده در پایگاه داده کنوانسیون رامسر است که از میان آن‌ها، سه تالاب هامون، دلتای اوکاوانگو و دریای وادن با استفاده از روش نمونه‌گیری هدفمند و بر اساس شباهت‌های ساختاری و کارکردی انتخاب شدند. گردآوری داده‌ها از طریق تحلیل اسناد و مدارک معتبر بین‌المللی شامل گزارش‌های رسمی سازمان ملل، اسناد کنوانسیون رامسر، معاهدات دوجانبه و چندجانبه آب، و مقالات علمی معتبر انجام شده است. چارچوب تحلیلی پژوهش مبتنی بر چهار شاخص همکاری معرفی‌شده توسط برنامه توسعه پایدار سازمان ملل (SDG 6.5.2) است که عبارت‌اند از: (۱) وجود نهاد مشترک یا موافقت‌نامه رسمی، (۲) برنامه مدیریت مشترک، (۳) تبادل منظم داده‌ها و اطلاعات، و (۴) مشارکت ذی‌نفعان. شاخص‌های همکاری در سه تالاب منتخب بررسی شد. نتایج نشان از همکاری قوی و موثر در دریای وادن، همکاری متوسط در دلتای اوکاوانگو و کمترین سطح همکاری در تالاب هامون دارد. این نتایج نشان می‌دهد امکان همکاری در مدیریت تالاب‌های مشترک وجود داشته و همکاری در مدیریت تالاب در جایی که نهادینه شده، دارای بالاترین سطح است. از سوی دیگر نبود این همکاری در تالاب هامون باعث تسریع تخریب و نابودی این اکوسیستم شده که این امر تحت تأثیر اقدامات سازه‌ای، انحراف و برداشت‌های غیرمتعارف از جریان ورودی به تالاب و سوء مدیریت دو طرف، در کنار تغییرات اقلیمی و خشکسالی‌های متوالی اخیر، شدت بیشتری به خود گرفته است.
